This paper laid out in 1994 what is now adopted by DARPA as the paradigm for
the HPCS program. It became an invited keynote talk at the "Toward Teraflop
Computing and New Grand Challange Applications" in February, 1994 in
Baton Rouge.
This paper/keynote pointed out that the basis of the conference was fundamentally
flawed... teraflops are a false goal!
